Remote is working sending IR however the receiver will not see the remote... ibcannot even boot it to safe mode... any ideas? I have powered down and so on and all the usuals nbut no dice.

Please ensure that you are using a fresh set of batteries as weak ones may cause the remote control to malfunction even though you can see it transmitting. Also, please make sure that there are no stuck keys on any remote control inside the same room as this may cause IR interference to certain other units which would cause the issue you are experiencing.
Certain florescent lights may also cause this issue so try standing right in front of the receiver and partially cover the receiver's IR sensor with your hand so that only the unit's remote control commands make it to the receiver.
